The private zaibatsu (10-15 highly powerful corporations) ,the heads of which had direct ties to the ruling Oligarchs, directed the economy towards fine profit at the expense of workers rights. This modernization policy helped the ruling class expand the economy rapidly while salve realizing vast profits.


Not only in the economy was the Oligarchs hunger for power apparent, the way the government worked was to the direct benefit of the admit few men in power. The elite men in power very shrewdly gave the public a experience that the government was run by the Diet and ultimately the Emperor. However, it was these adjacent advisors to the emperor that really wielded supreme power.



The whole philosophy of these men can best be summed up by a statement that was put out in the weekly discussions; get the people just enough freedom as the Oligarchs had to and no more. Only when the Oligarchs became to old to rule the country did the Diet and the miscellaneous parties begin to wield true power throughout the county.
